Armando, the oldest of five children, is a native Houstonian.  As a single mother, Armando’s mother
had a positive influence on him and taught him the importance of public service.  Armando grew up in
Northeast Houston and graduated with Honors from MacArthur High School in the Aldine
Independent School District.       

Armando was the first in his family to pursue his higher education and proudly graduated from the
University of Houston.  He received a Bachelor of Science in Political Science with a minor in
Sociology, in May 2004.  During his collegiate years, Armando was actively involved in several
community service organizations while employed by the Center for Mexican-American Studies
Program.  As the Assistant to the Associate Director, he spearheaded efforts to recruit and retain
qualified Hispanic students to the University of Houston.  He was also an active member of La
Comunidad, a student community service organization on campus.  He served as a student mentor for
a program called, Students Aspiring to a Better Education, which encouraged at-risk high school
students to stay in school and obtain a college education.  Additionally, he volunteered for Operation
School Supplies, a citywide effort to raise funds for needy children who cannot afford school
supplies.  Armando began his career in public service by participating in the Texas Legislative
Internship Program, sponsored by State Senator Rodney Ellis.  He was assigned to the office of
Council Member Carol Mims Galloway where he served as her liaison to the Hispanic community.  


Armando went on to work for U.S. Congresswoman Sheila Jackson Lee where he continued to serve
as a liaison to the Hispanic community.  Shortly after, he was brought on staff to the Office of U.S.
Congressman Gene Green where he served with Congressman Green for over six years.  During that
time, Armando led and worked on several community projects such as Citizenship Day, Immunization
Day, Paying for College Workshops, Congressional Art Competition and Senior Citizen Issues
Forums.  Armando’s responsibilities also included working directly with the Port of Houston, Federal
Emergency Management Agency, Small Business Administration, Harris County Flood Control,  Texas
Department of Transportation and other local matters on behalf of Congressman Green.  Armando
specialized as a caseworker in the areas of Department of Defense, U.S. Department of Housing and
Urban Development, and Transportation Security Administration.


Armando currently serves on the Board of Directors for the Aldine-Greenspoint YMCA.  He has
worked tirelessly to increase outreach community service programs, such as youth sports leagues
and adult General Education Degree (GED) programs for Aldine residents.   Armando also currently
serves as Chair of the Harris County Tejano Democrats, an organization with a mission to increase
Hispanic voter participation.  He also is President of the Ambassadors International Ballet Folklorico
(AIBF).   He was recently appointed by Harris County Commissioner Sylvia Garcia to serve on the
Hardy Street TIRZ (Tax Increment Redevelopment Zone).

Armando recently married Debbie Dimas Walle, also a lifelong Aldine resident and graduate of St. Pius
X High School and Texas Woman’s University.  Debbie works as an Occupational Therapist at Health
South Rehabilitation Hospital in Humble, Texas.  Armando and Debbie are members of St. Charles
Borromeo Catholic Church in Houston, Texas.
